  • News and Census Update

Posted Feb 01 at 6 PM

    February 1, 2010

    Dear Friends:

On January 4th, the City of Corpus Christi and Nueces County officially launched the 2010 Census campaign. The 2010 Census is a count of every person living in the United States and includes people of all ages, races, and ethnic groups, citizens and non-citizens.

The census is important to our community and its results affect a wide range of areas such as funding and political representation.

It is important that each of us complete the census form so that we can ensure our community will get its fair share of vital funding. A complete count of the city and county ensures a portion of $400 billion in federal funds to states and local governments to aid community programs, schools, infrastructure and healthcare. In addition, data collected from the census helps determine the apportion of congressional seats to states and redistricting for the state legislature, city council, school districts other political bodies.

In mid-March, households in the area will receive the 2010 Census form by mail. The 10-question form, which is one of the shortest in the history of the census, will ask residents the number of people living in each household as well as their race, age, and whether they own or rent a home. It takes less than 10 minutes and it's easy and confidential.

For more information on the 2010 Census visit www.2010census.gov

  • Oritz, Jr. Passes Veterans Assistance Bill in Final Days of Session

Posted May 28 at 10 AM

    May 28, 2009

AUSTIN - State Representative Solomon Ortiz, Jr. announced today that he has passed important legislation to help South Texas veterans by putting more money into the state's Fund for Veteran's Assistance (FVA).

"There are nearly 1.7 million veterans in Texas and I'm proud to have worked with Sen. Leticia van de Putte to pass legislation that will help make sure they get the crucial services they need and deserve," Ortiz said. "Senate Bill 1940 allows the FVA to meet its intended goals."

Rep. Ortiz sponsored SB 1940 and authored HB 2689 , measures that would help raise money for the FVA, which was created by the 80th legislature to meet the needs of Texas growing population of veterans. The FVA was intended to improve veterans' assistance programs such as veterans representation and counseling, job placement, transportation assistance and medical assistance, but was not funded in previous years. At the beginning of this legislative session, the FVA only had $100.97 in its account balance.

Steps taken by Senate Bill 1940:

    * Authorizes the Texas Veterans Commission (TVC), which administers the FVA, to make grants on a statewide basis
    * Allows TVC to establish a nonprofit organization to administer the fund
    * Designates the fund as a charitable organization eligible to participate in the state's annual State Employee Charitable campaign.
    * Allows voluntary contributions to the fund via one's motor vehicle registration form.

"These are simple, commonsense reforms that can make a big difference to our veterans," Ortiz said.

Ortiz also joint-authored HB 1299, which would have created a single scratch off lottery game to help the veterans' fund.

  • Energy Efficient Products Sales Tax Holiday This Saturday Through Monday!

Posted May 21 at 10 AM

    May 21, 2009

State Representative Solomon Ortiz, Jr. announced that Texas consumers can save money on energy-saving appliances during Texas' second annual Energy Star Sales Tax holiday this weekend. During the holiday, which runs from May 23 through May 25, appliances that have earned the Energy Star label from the U.S. Department of Energy and the U.S. Environmental Protection Agency will be exempt from state and local sales state.

"This is a great opportunity to save money and replace old appliances with new energy efficient models," Ortiz said. "If you purchase energy-saving appliances this weekend, you'll be saving money this weekend and again when the energy-saving appliances lower your utility bills."

The products qualifying for the exemption are:

    * air conditioners priced under $6,000 (room and central units)
    * clothes washers (but not clothes dryers*)
    * ceiling fans
    * dehumidifiers
    * dishwashers
    * light bulbs (incandescent and fluorescent)
    * programmable thermostats
    * refrigerators priced under $2,000.

    * Because most dryers use similar amounts of energy, Energy Star does not label clothes dryers.

It may be scheduled for consideration on the floor for a vote as early as Saturday, May 23. While the bill is not perfect, it is a lot better than House Bill 911 and other pieces of legislation that would have resulted in severe rate increases for the coast. At this point, negotiations are still ongoing and it's important to remain vigilant. Rest assured I will update you as new developments occur.

  • Public Safety Alerts Bill Passes Texas House

Posted May 01 at 11 AM

    May 1, 2009

Rep. Solomon Ortiz, Jr. announced today that he passed legislation to enhance the state's public health & safety alert system. The bill directs the state's Division of Emergency Management and the Texas Department of Transportation (TxDOT) to develop a system for cities and counties to issue important health and safety alerts via dynamic message signs that already exist along Texas roadways.

"The swine flu epidemic underscores the need to get important health alerts to the public as quickly as possible," Ortiz said. "It's impossible to predict what will happen in the future. Whether it is pandemic flu, chemical spills or emission events from industrial facilities, public water-supply contamination, or something else, having this system in place ahead of time well help Texas be prepared for a public health emergency."

  • Swine Flu Update

Posted May 01 at 10 AM

    May 1, 2009

Rep. Ortiz is working with state and local officials to make sure communities have the appropriate resources and information to respond to swine flu. Governor Rick Perry has issued a disaster declaration, which allows the state to implement protective measures and receive reimbursement from the federal government.

Swine flu is a combination of flu strains and is spread from person to person. Symptoms are similar to the regular flu, and include fever, fatigue, and lack of appetite, coughing, runny nose, sort throat, nausea, vomiting and diarrhea. Rep. Ortiz recommends that residents use standard health precautions such as washing hands thoroughly and often, use tissues when sneezing and avoiding contact with others when feeling ill.

"Use common sense, practice good hygiene, and take standard health precautions," Ortiz said.

Nueces County has set up a swine flu hotline for the public to ask questions at 361-826-7258. The state's toll free swine flu information hotline is (888) 777-5320. Information on the web can be found here: http://www.dshs.state.tx.us/swineflu/

As you may know, Senate Bill 14, which deals with windstorm insurance, passed the Texas Senate this week. While this bill is not as devastating as House Bill 911 would have been for the Texas coast, it could still result in sizeable rate increases for coastal property owners. I want to thank Sen. Juan "Chuy" Hinojosa and Sen. Judith Zaffirini, who represent Nueces and San Patricio Counties, for fighting for their constituents and voting NO on SB 14. The bill may undergo further changes in the Texas House of Representatives, but I will oppose any version that severely burdens Coastal residents with windstorm rate increases.

If you can, please come to the State Capitol on Tuesday, May 5th, 2009, for Windstorm Day. There will be a rally on the South Steps of the Texas Capitol at noon and Coastal Texas residents will visit legislative offices to share their views on the issue. For more information about the rally, visit www.DontKillTheTexasCoast.org. By speaking out, you've already gotten legislators to back away from their most punishing proposals.

    Yours for a better Texas,

    Dear Friends:

This past Wednesday marked Earth Day, a day meant to promote awareness and appreciation of our natural environment.

There's a great opportunity to do something for the environment this Saturday, April 25th, when volunteers all along the Texas coast join forces for the annual Adopt-A-Beach cleanup. This is important not only for the environment, but for Corpus Christi's economy. Clean, beautiful beaches are key to our tourism industry and our fishermen.

To locate and register for a Texas Adopt-A-Beach Cleanup in the Corpus Christi area, visit:
    http://www.glo.state.tx.us/adopt-a-beach/corpus.html

Taking care of Texas also means doing our part to reduce fossil fuel consumption and minimize emissions that can harm our air quality. One way to do this is to promote the use of renewable energy technology. Earlier this week, the House Committee on Energy Resources held a hearing on my bill that exempts small-scale renewable energy devices for homes and businesses from state sales tax, making them more affordable for consumers. Johnny O'Neal, one of my constituents in Flour Bluff, made the news last year when he installed a small-scale wind generator in his back yard. The Texas Renewable Industries Association and Public Citizen spoke out in favor of HB 1823, recognizing the need to make renewable energy devices more affordable for consumers like Johnny.

Also moving through the state legislature is SB 545, a measure that implements a $500 million rebate program to encourage solar power projects. Bills like this have the potential to help make Texas, and the Coastal Bend in particular, a center for renewable energy jobs and development. The recent completion of the Peñascal wind project is further evidence that the Coastal Bend can be a leader in the new green economy.

It's important that you let the committee members know what you think about the bills the committee will hear. To contact the committee members, click here.

The Corpus Christi delegation has been working successfully together to block legislation that negatively affects Corpus Christi and the coast. Chairman Todd Hunter, Representative Abel Herrero, Sen. Many of us believed that HB 911, a piece of legislation that would be devastating to Corpus Christi, would be considered in the House Committee on Insurance this coming Tuesday.

But our efforts to block this bill are starting to pay off and no hearing for the bill has yet been set. I'm continuing to work with legislators from up and down the Texas Coast to fight this legislation. We remain optimistic we can kill it in committee, but we're prepared to fight it on the House floor as well. I've had two meetings with Texas House Speaker Joe Straus this week in which I expressed my firm opposition to HB 911 and explained its disastrous effect on Corpus Christi and coastal Texas.

    March 24, 2009

    Dear Friends:

Many of you have contacted me about House Bill 911, relating to Texas Windstorm Insurance. The bill is disastrous for Corpus Christi and coastal Texas. If passed in its current form, windstorm insurance rates for coastal Texans could soar by as much as 60 percent. I want you to know that I am working hard to make sure this bill does not pass, and I'm hopeful we have the votes to kill it in committee. While the bill has been delayed, I hope you will continue to express your opposition to HB 911 and educate legislators about its harmful effect on the Texas Coast.

But it's not enough to criticize HB 911. We need to come up with solutions to bring down insurance rates and make sure Texas is prepared in the event of a major hurricane. Coastal legislators are taking the lead on reforming TWIA. As part of this effort, I've authored legislation to bring down insurance rates and establish a Windstorm Consumer's Bill of Rights. Last week I spoke about windstorm reforms with the Galveston Daily News and the Rio Grande Guardian. Read the story and watch the video here.

  • When Catastrophe Strikes

Posted Mar 06 at 11 AM

    March 6, 2009

    Dear Friends:

This week I joined other coastal legislators in endorsing the creation of the Texas Catastrophe Fund, a reinsurance fund controlled by State of Texas. The legislation creating the fund is authored by Rep. Craig Eiland of Galveston and is being carried by our Sen. Juan "Chuy" Hinojosa in the Senate. The creation of a catastrophe fund has the potential to benefit Corpus Christi in several ways: it will promote the affordability and availability of insurance for homeowners and create a funding source for disaster response programs. The legislation requires that savings be passed on to consumers and that insurance rates be actuarially sound. Click here to watch video of the press conference or read the media coverage.

Availability and affordability of insurance are incredibly important to homeowners in the Corpus Christi area. (If you haven't already, visit my web site for information on windstorm insurance and flood insurance). That's why I'm working with Speaker Pro Tem Eiland, Sen. Hinojosa and other legislators on common-sense reforms that will benefit consumers all over Texas.

  • Corpus Christi Day, A New Leadership Position

Posted Feb 27 at 11 AM

    February 27, 2009

    Dear Friends,

Wednesday was a good day for Corpus Christi. Community leaders and citizens came to Austin for Coastal Bend Day at the State Capitol. The City of Corpus Christi, Nueces County, Texas A&M University---Corpus Christi, Del Mar College and many other local groups teamed up to showcase our city and advance our interests in Austin. The event was a great success and provided a chance for legislators and capitol visitors from across the state a chance to see all the great things Corpus Christi has to offer and gain a better understanding of the issues affecting it. Many legislators told me how impressed they were by the turnout. I want to thank everyone who helped make the event a success. A special thank you goes to Kristin Ralls and Deanna Gallier from the Texas State Aquarium for bringing some wonderful sea creatures and providing a fun and educational experience for capitol visitors!

On Wednesday, the House Committee on Defense & Veterans Affairs recieved a briefing on the activities and of the Governor's Division of Emergency Management. The division is responsible for responding to a wide variety of events and threats, include terrorist threats, border security, and hurricanes. Right now, the division is heavily involved in halting the spread of wildfires that have been fueled by drought conditions across much of Texas. I am also continuing my work as a member of the Select Committee on Federal Economic Stabilization Funding, which has oversight of Texas' portion of the federal stimulus funding. The committee has been meeting every day, taking testimony from state agencies on their plans for stimulus funding. You can watch the committees at work by clicking here.

I also wanted to let you know that I've taken on new responsibility as Chief Deputy Floor Leader for the House Democratic Caucus. In my new position, I will continue fighting for Coastal Bend and for responsible policies to improve the lives of all Texans.

    Dear Friends:

To begin, I'd like to thank all the parents, teachers, and advocates who have contacted my office this week in support of HB 1410, my bill to promote awareness of food allergies in young children. Your support means a lot to me and to the children this legislation is designed to protect. Here are some statistics that might suprise you.

    * Approximately 185,000 school-aged kids in Texas have food allergies, with peanut allergies being the most comon. Many of these allergies are not severe, but some are very severe.
    * About three million Americans have an allergy to peanuts.
    * An estimated 100 to 150 people die each year from food allergies.

There's no reason to panic over peanuts. The most important fact to know is that many of these deaths are preventable. My bill would require elementary schools to post a clearly visible sign in classrooms where a child has a severe food allergy.

Parents would be given the opportunity to provide confidential information to school nurses and administrators about any food allergies their child may have. Raising awareness of severe food allergies will cut the number of dangerous food allergy reactions in Texas schools.

I hope you will join me in supporting this legislation and learn more about food allergies. If you learn your child has a severe food allergy, it's important to work with teachers, nurses and administrators to develop a plan.

    Yours for a healthier Texas,

    Solomon Ortiz, Jr.

  • Do you need flood insurance?

Posted Feb 17 at 12 PM

    February 23, 2009

    Dear Friends:

    Do you need flood insurance?

In the aftermath of Hurricane Ike, one of the lessons we in Corpus Christi must learn is the difference between windstorm insurance and flood insurance. Most property owners in Corpus Christi have windstorm insurance, which protects you against damage to your property that is caused by the wind. For example, if the wind knocks a tree onto your roof, windstorm insurance will pay for the damages. But what if your house is flooded by the storm surge from a major hurricane? Does windstorm insurance cover that type of damage?

    No, it doesn't.

If your property could be affected by the storm surge from a hurricane, you should purchase flood insurance through the National Flood Insurance Program. Only flood insurance will pay for the damage caused by a storm surge. Below is a map from the National Weather Service showing which parts of Corpus Christi are vulnerable to a storm surge. As you can see, if a Category 5 hurricane made a direct hit on Corpus Christi, almost half the city would be flooded. To see storm surge maps for the entire Coastal Bend, go to http://www.srh.noaa.gov/crp/tropics/2008Guide/surge.php

Only about 20 percent of property owners in Galveston had flood insurance, so many of them are in for a long fight with their windstorm insurer over what damage was caused by the wind and what damage was caused by the storm surge - insurance companies will look at each property on a case by case basis to determine what they are responsible for. Many property owners in Mississippi and Louisiana who were affected by Hurricane Katrina are still fighting their insurance companies over this very issue. Please look at the map below, find where your property is located and see if you should purchase flood insurance. Flood insurance is much less expensive than windstorm insurance and, when combined with a windstorm insurance policy, gives your property complete coverage against hurricane damage. If you determine that you need flood insurance, contact your insurance agent.

This legislative session, there is no single issue more important to the people of Corpus Christi than the availability and affordability of windstorm insurance. I am working with Speaker Pro Tempore Craig Eiland, the Texas Windstorm Insurance Association (TWIA), and the Texas Department of Insurance on reforms designed to strengthen TWIA and attract the private insurance companies back to the coast. But please remember that windstorm insurance is only part of the picture. If your home or business is in a flood zone, ask your insurance agent about flood insurance.

    Yours for a better Texas,

    Solomon Ortiz, Jr.

    Dear Friends:

The 81st Legislative Session is under way and there is no shortage of serious issues facing our state. Today the United States Department of Labor announced that American companies lost 600,000 jobs in January, the biggest month for job losses since 1974. As leaders in Washington, D.C. debate the proposed economic stimulus bill, it's important to promote job growth here in Texas, too. As Governor Rick Perry pointed out in his recent State of the State Address, Texas has fared better than many states economically (watch Perry's speech here). But there's still a lot to do. This session I'm continuing my focus on economic development and jobs in Corpus Christi on several fronts:

    * Fighting for increased funding for the new engineering program at Texas A&M University-Corpus Christi.
    * I filed HB 271, to increase the number of enterprize zone slots for Corpus Christi, allowing companies to expand in Corpus and create new jobs.
    * I filed HB 398, to allow Corpus Christi to join other Texas cities in tapping into Special Events Funds and bring more major events like the U.S. Wind & Water Open to Corpus Christi, boosting the local economy.

Access to afforable health care for Texas families is another top priority for me. I plan on continuing my efforts to promote the Children's Health Insurance Program (CHIP) and this week I was proud to file HB 1059, which would require individual insurance plans to cover prenatal care, labor and delivery. Meanwhile, Gov. Perry has declared windstorm insurance reform and conditions in facilities like the Corpus Christi State School to be legislative emergencies, and significant reforms are expected.

Your ideas are important to me, and your input helps me do a better job of representing your interests. This month I've met with many constituents, and I hope to meet with many more of you soon. As the session progresses, I hope you will track legislation online and send me your feedback on the issues important to you. Let me know when I get it right, but more importantly, let me know when I get it wrong. I can be reached by phone, fax or e-mail and my capable staff is available to help you with issues or concerns you may have with any state agency.

    Yours for a better Texas,

  • Engineering Program Success!

Posted Oct 30 at 8 PM

    Dear Friends:

I am writing to let you know about some exciting news! This morning the Texas Higher Education Coordinating Board (THECB) unanimously voted to approve the development of a mechanical engineering program at Texas A&M University--Corpus Christi (TAMUCC). The vote allows TAMUCC to move forward and develop a Bacherlor's Degree in Mechanical Engineering.

For nearly two years, I've been working hard to bring an engineering program to TAMUCC and today's unanimous vote was an important victory. In April, I brought a bipartisan group of legislators to Corpus Christi to see how location, academics, and infrastructure have made TAMUCC one of the state's best universities and the perfect place to begin training Texas' next generation of engineers. Legislators from across Texas who attended the visit were impressed with the university's commitment to excellence, its diverse student body, and its strong working relationship with local industry like the Port of Corpus Christi and the Port Industries. Later I hosted Dr. Raymund Paredes, the Commissioner of Higher Education, who was also impressed by everything TAMUCC has to offer.

Local support for the effort is tremendous. Senator Juan "Chuy" Hinojosa was instrumental in moving legislation through the senate and other members of the CoastalBend delegation offered strong support as well. Bernard Paulson, the Port Industries, the Port of Corpus Christi, and others have pledged to raise funds to support the creation of the program.

Today's vote was a big victory. But I'm not going to stop fighting now. Expanding educational opportunities at TAMUCC is too important to our children's future and to our region's economy. The engineering program curriculum must be developed and win final approval from the Texas A&M System Board of Regents, as well as THECB. The new program could conceivably see its first students as early as Fall 2009. I'll also fight for other new degree programs at TAMUCC that will increase access to higher education right here in the Coastal Bend.

    Dear Friends:

Hurricane Ike, a major storm, is on its way to the Coast of Texas and Corpus Christi is expected to feel the hurricane's effects. Please take steps to ensure the safety of your homes and your families and please consider evacuating to higher ground if you live in a low-lying area. If local officials ask you to evacuate, do so. When it comes to hurricanes, it's better safe than sorry. For more information on Hurricane Ike, safety tips and emergency procedures, please visit the Hurricane Ike Resource Page.

An Emergency Operations Center has opened in San Antonio to receive evacuees from the Corpus Christi Area.
